Lt. Ronald Walters Detective Bureau Commander
In 2005 the Detective Bureau continued its
2004 water mark of criminal cases handled. A total of 155 cases
were investigated. Such cases included:
Ø
1 Attempted Murder
Ø
This case involving a male suspect who
shot his step-mother multiple times in Concord Twp.
Suspect
tracked and apprehended in Cleveland later the same date. Suspect later pled
guilty and is
serving an
18 year
prison sentence.
Ø
15 Rape / GSI cases.
Ø
One case involved a 25 year old male having sexual
relations with a 14 year old female in Painesville Twp..
Suspect pled guilty to Unlawful Sexual Conduct with a Minor and is serving a 2
year prison sentence.
Ø
2 Aggravated Robbery cases
Ø
One case involved a black male entering a local gas station
/ mini-mart in Perry Twp., and striking an elderly
female employee with a handgun causing serious injury to her head, and fleeing
after stealing a substantial
amount of money. The suspect was later apprehended and pled guilty, and is
currently serving an 18 year
prison sentence.

Aggravated Burglary case
Ø
Case
involved two male suspects making forced entry into a residence in
Perry Twp.. An elderly female
homeowner was bound while the suspects stole numerous items from the residence,
including a substantial
amount of currency. This case is still under investigation.

1 Arson case
Ø
Case involved
the intentionally set fire to a Concord Twp. business, causing damages of
$500,000. This
case is still under investigation.

Accidental Death case
Ø
This case involved a 14 year old Painesville Twp. male who
had been “houghing” and died as a result of
being overcome by the vapors.
Ø
5 Child Abuse / Endangering cases
Ø
Worked in conjunction with the Lake County Department
of Job and Family Services.
Ø
1 Multi-Jurisdictional Grand Theft Investigation
Ø
Involved three suspects stealing over $10,000 in
construction supplies and lumber from the Lake County
and Geauga County area. Suspects have been identified and warrants are
currently issued, and the
case is still under investigation.
Ø
1 Multi-Jurisdictional RICO Investigation
Ø
Involved an organized counterfeit checks and currency ring
spanning over Lake, Ashtabula, and Geauga
counties. Three suspects have been identified and the case investigation is
still under investigation.
Ø
1 Fatal Fire
Ø
Case involved a a mobile home which was intentionally
set by the 24 year old male victim of the fire in
Painesville Twp.

It is important to note that with the close of 2005 the Detective Bureau
closed the book on a two year task force investigation headed by Lt. Walters at
the State level. The investigation was multi-jurisdictional, combining Local,
State and Federal undercover investigation with the intent to infiltrate the
world of the prison gang known as the Aryan Brotherhood , as well as other
outlaw motorcycle gangs or associates of same. The investigation lead to the
arrest of no less than 50 people, many of whom have prior felony convictions of
violence and known association with one or both of the above gangs. Seizures
included a substantial amount of drugs and weapons, some of the property seized
includes:

A total of 14 of these people were
charged with federal law violations. The investigation covered multiple counties
and even crossed state lines in Pa. It was through cooperation, resource sharing
and teamwork that made this investigation successful.

In addition to the 150+
cases the Detective Bureau is involved in each year it remains active in the
Federal Bureau of Investigations Internet Crimes Against Children Task Force
with undercover detectives going on-line posing as children in a effort to lure
out sexual predators. It is important to note that in 2005 the Lake County
Sheriff's Office Detective Bureau, in conjunction with the State of Ohio's
Attorney General's Office, implemented the Passport Verification Program.
This program is geared at assisting victims of Identify Theft regain their
identity.
The Sheriff's Office Detective Bureau
worked hand in hand with the Mentor Police Department in solving a rash of
business burglaries in 2005 which encompassed no less than 16 businesses in the
Lake County area. The suspect in this case, Stephen Beltkowski is serving 13
years in prison.
Additionally a total of 47 Computer Voice Stress
Analyzer examinations were conducted, of these 38 were pre-employment and 9 were
criminal in nature.
It is important to note that during
the year 2005 the Lake County Sheriff's Office Detective Bureau did not use a
single sick day or lose a case in court.
It is with pride that
the Bureau can detail that in the past 4 years the Lake County Sheriff’s
Office Detective Bureau has never lost a case in court.
