Support Services Division
   

        The Lake County Sheriff's Office's Support Services Division handles a wide-range of responsibilities that are     integral to the operations of this office.  It is their responsibility to maintain the flow of all paperwork issued by the courts to the Sheriff's Office. All indictments, summons, warrants and extradition papers are filed through the Civil Division of the Sheriff's Office.  The Support Services Division assures that  these papers are served in a timely manner and are returned to the court system properly. They are also responsible for collecting and recording any Sheriff's fees generated by the service of this paperwork.

       Sheryl DePledge serves as the Support Services Administrator.  With nearly twenty three years of public safety service, Sheryl DePledge has served as the Support Services Administrator since 1998.  Prior to this assignment, she worked in the Communications Division as a Dispatcher, Dispatch Sergeant and Division Manager.  Administrator DePledge was one of the original staff dispatchers at Central Dispatch’s inception in 1986. 
        Sheryl’s name may seem familiar to you.  That might be because her father, William J. DePledge Sr., worked in Law Enforcement in Lake County for over 30 years.  Serving as the Police Chief of the Eastlake Police Department for 17 years retiring in 1989.  He also worked at the Sheriff’s Office as Interim Chief Deputy, Transport Officer and served as the Support Services Administrator too.
        Currently, Administrator DePledge supervises the Support Services Staff of sixteen that keeps the paperwork of the Sheriff’s Office going twenty four hours a day.  The staff processes warrants, civil papers, sheriff sales, daily reports, criminal reports and inmate paperwork as well as answer the phones and assist the public at the front window.  The Support Staff also provides on going support to the Road Deputies when there is a missing person or stolen vehicle or article. 
        Sheryl has been LEADS & CCH Certified since 1983 and currently serves as the LEADS TAC (Terminal Agency Coordinator) for the Sheriff’s Office.  This position serves as a liaison between the Sheriff’s Office and LEADS main office in Columbus as well as the public safety agencies the utilize Central Dispatch.  She serves a member of the LEADS Sub Committee of which she is the secretary.  She has attended a Middle Management Workshop sponsored by the Ohio Association of Chiefs of Police.  She has also attended Lakeland Community College taking classes in Public Safety Management and Political Science.

2008 Support Services Division Annual Report

                        In 2008, the Support Services Division full time staffing levels remained the same at sixteen.  A part time clerk was made full time and trained to replace a clerk that was reassigned to dispatch.  Another part time clerk was hired and was made full time in October to fill a vacancy created in August.  The part time position was filled again and that clerk was transferred to the kitchen in December.  Currently, there is no part time clerk and due to budgetary conditions there are no plans to hire a replacement.  A part time dispatch employee has been assisting the Support Services Division with filing, scanning, data entry and other assignments.  This is very beneficial to the operations.

 

            The 2007 purchase of upgraded multi line phones and single line phones replaced twenty year old phones.  These new phones are headset compatible and in 2008, with the assistance of the Lake County Telecommunications Staff, wireless headsets were purchased.  The headsets are in use daily by about half the Support Services Staff.  A welcome purchase to say the least, the wireless headsets allow staff to handle phone calls and if necessary, move about to check a booking packet, warrant jacket or other relative paperwork.

 

            As we begin 2009, we are operating at the same staffing level as in 1999.  From ten years ago, in the Jail Trac/Records work area the number of warrants received to process is up 41% with a 12% increase in the number of inmate booking packets to process.  There has been a 59% increase in protection orders received to process into LEADS/NCIC.  Additionally, ten years ago the Jail Trac assigned staff did not have Carry and Conceal permits to double check and modify as needed.  These come in daily from our Minimum Security Office where there is over approximately 2,000 on file.  The Jail Records filing is mostly completed by part-time staff on a regular basis as full time staff has little to no time to file as was is the past.

 

            One of the biggest changes the Support Staff has realized is House Bill 138 that went into effect on September 11, 2008 and changed the way Sheriffs’ Offices in Ohio process foreclosure paperwork.  No longer does our office prepare the Sheriff’s Deed but we are responsible for proofreading and recording the deed with our Recorder’s Office and Auditor’s Office.  Instructions were placed on our website to help the many law firms we deal with learn the new process.  It’s been four months working under HB 138 and we have worked out many of the glitches.  We would not have been able to do so without the team work from our co-workers in our county offices that also realized procedure changes under the bill.  The 265% increase is foreclosures from ten years ago is astronomical and doesn’t seem to be slowing down.  A part time employee was added in this area working 12 to 15 hours a week to assist with the increased paperwork.

*With the implementation of wireless 911 in our Communications Center, all incoming calls are assigned a case number.  That is the reason for the jump in case numbers assigned in CAD between 2006 and 2007.

House Bill 138 affected the procedures state wide for the processing of Foreclosure properties.  One change is the Sheriff’s Office charges a fee for the recording of the deed.  In the last quarter of 2008, this generated $3,300 for the general fund.
